ECMT – abbreviation of the name of the European Conference of Ministers of Transport. In the countries of the European Union it is designated as CEMT from the abbreviation of the French translation of this name. This organization currently includes 43 states. The mission of this organization is to create an international transport system that is highly cost-effective, safe and environmentally compliant.
CEMT permit is multilateral and is issued when it is necessary to transport cargo between the territories of ECMT member states, as well as in case of transit through one of these countries. It is issued for a vehicle unit or a transport company, and the name of the carrier company on the document must necessarily coincide with the name of the organization that owns the vehicle. This permit does not provide for transport between an ECMT member country and a third country. Their number is limited and determined by the quota adopted at the ECMT meeting.
Validity period of CEMT permit
CEMT permit is issued for a period of 30 days or one year. The number of trips you can make during its validity period is unlimited. But it is closed if during the validity period less than 26 trips are made or transportation is not carried out for three months.
To obtain an ECMT permit, a vehicle must undergo a special technical inspection, which will confirm its good condition, as well as the fact that it does not exceed European standards for noise levels and harmful emissions into the atmosphere. A company wishing to obtain this permit must have an international cargo transportation license and submit an application in advance.
There are certain conditions that must be met to carry out transport operations:
- The ECMT permit must be available when carrying out transportation. If the flight started under one of the permits and continues under the one issued for the next period, you must have both documents with you.
- The flight must be made from the territory of the country in which the car or transport company is registered. A maximum of three non-country-of-registry loaded flights can be operated during the CEMT period. In this case, transit through the country of registration is not considered a return.
If these rules are not followed, the permit may be withdrawn. However, it should be noted that only the competent authorities of the country of registration are responsible for deciding whether to withdraw CEMT.
In what language should the CEMT be issued
The document is drawn up in the language of the country of registration of the company or vehicle, or in French, German or English. In this case, it is necessary to attach a translation into any two of these languages on the certificate forms. The translation does not require separate stamping.
