Export declaration

Export declaration (EX-1) – a document that participants in foreign economic activity are required to submit to the customs authority. It also serves to confirm the customs value of the goods and is issued by the supplier or his agent, who has a license and power of attorney from the seller. Typically, the role of such agent is a forwarder or a transport company engaged in transportation.

This document is required for cargo exporters to refund VAT. It serves the importer to calculate customs duties, and the carrier must have his own copy to provide to the customs authority when crossing the border.

In the EEC countries, the export declaration is prepared and submitted electronically. At the same time, marks that the cargo has left the customs office are stored in a specialized database.

What is included in the export customs declaration

1. Cargo information – weight, volume, number of units.
2. Information about the sender and recipient of the goods.
3. Country of arrival of goods and name of the authority performing customs clearance.
4. Information about the vehicle carrying out the transportation.
5. Customs value of cargo.
6. Product quota, if any, and other additional information about the transaction.
In addition, it is necessary to indicate the number and date of the invoice that served as the basis for the purchase and sale transaction.

What else is important to know when filing a customs declaration

1. In accordance with the registration rules, the declaration is submitted no later than the cargo leaves the country.
2. If goods from the same consignment are subject to different customs clearance procedures, separate declarations must be issued for them.
3. No more than 1000 items can be declared in each document.
4. Corrections and errors when filling out are unacceptable.

The declaration must be drawn up in 4 copies and consists of a main sheet and additional forms. On the main sheet information about one product is indicated, and on additional sheets – about other products (no more than three on one sheet).

The form and samples for filling out the export declaration can be found and downloaded in advance on specialized websites. Documentation is completed in the language of the manufacturing country, but in order to pass Russian customs, the main points must be translated into Russian. In this case, you need to carefully monitor the accuracy of the translation, otherwise the information specified in the declaration may be considered unreliable.

Correct execution of the export declaration is an indispensable condition for foreign economic activity. If the information provided in it is unreliable, goods intended for export may be confiscated, or the owner will be fined in the amount of 50 to 200% of their value.
