Cargoes that are classified as dangerous can lead to catastrophic consequences in the event of an emergency, threatening the health and lives of road users and bystanders, property damage and damage to the environment. Therefore, the process of their transportation is controlled with special care.
In accordance with the Decree of the Government of the Russian Federation dated April 12, 2011, it is necessary to formalize the transportation of dangerous goods, which includes obtaining a special permit. This procedure consists of entering the vehicle into the Rosavtodor register and issuing permits from Rostransnadzor.
To obtain a permit, you must provide the intended route of the vehicle, which includes an indication of the speed limit, parking locations, and time for each stage of the journey. It is designed in such a way as to avoid large crowds of people, go around the territories of nature reserves and national parks, historical and cultural monuments, and be as safe as possible from the point of view of emergency situations on the road.
Documentation of transportation of dangerous goods includes the following types:
- documents for the cargo itself;
- documents issued for the driver;
- documents for the vehicle carrying the cargo.
- The driver's documents include a driver's license and a certificate of approval to work with dangerous goods. To obtain it, the driver undergoes specialized courses according to the program of the Ministry of Transport of the Russian Federation, after which it is mandatory to pass the appropriate exam. The waybill contains a note about the driver’s suitability to drive a vehicle based on the results of a medical examination.
In addition, instructions for the driver are attached to the documentation, which he must follow in case of emergency situations. They are given by the carrier and contain information on minimizing the harm caused by the transported substance to humans and the environment. The driver must read the instructions before starting transportation. - Basic documents must be available for the vehicle, such as a registration certificate, insurance policy, diagnostic card, rental or leasing agreement, if any. To transport explosive, flammable, corrosive and some other dangerous goods, you must obtain a special permit certifying that the vehicle is intended for their transportation and manufactured in accordance with the requirements of ADR.
- The third document is a waybill containing information about monitoring the technical condition of the vehicle.
Documents issued for the cargo itself include a transportation contract, which is confirmed by the consignor’s waybill. It indicates the UN number of the substance, its name, packaging, number of units, name and address of the sender and recipient.
Registration of transportation of dangerous goods by rail
The sender is obliged to provide documents for the cargo no later than one day before its departure. The package of documents includes a waybill indicating the hazard code and UN number. The name of the material and the number of the danger label are indicated. When loading and delivering, it is necessary to obtain permission from the station manager, on which a mark is placed indicating the date of arrival and the duration of loading and unloading operations.
